With this law they made 40 million firearms illegal. The only means to legally retain them is almost impossible for the agency to process. The goal here was to make criminals out of those who would buy such guns. AR pistols were a little more of a niche buy, not for your everyday Joe, so I expect the goal was to make the most "gun nut" inclined individuals into criminals, so they could go after the big fish gun owners while not boiling out all of the frogs.

Yes, the government does play "just the tip"

Each new regulation is designed to take, and there is no actual endgame where they say "all right we are done, no more firearms getting taken away or added to the list" its just take and take and take and take. And act like each time is a compromise
