They started as the government's form of organized crime. Their mission was to destroy the private organized crime organizations that the government wasn't profiting from. The FBI's purpose was to unify organized crime under the control of the government and enable it to launder money, inflict violence without repercussion, perform illegal acts anonymously and terrorize the public into wanting more FBI and government crime. It worked very, very well. The CIA is the international version of the same.
