Good meme, however I would point out that there is another drain just down the path about 12 yards on the same side. It's underwater and hard to see due to ripples on the surface created by a wind eddy. Also look to the right and you see the flood level near a walkway bridge, possibly entering a larger drain. It may be that the drain in the foreground is intended to be a spillover diversion linked to a different drain path. Probably not though, there's just not enough information available to properly determine if the engineer was stupid or smart. May not even be the engineer's fault, could have been a surveyor's error or incompetent labor. We should form a comittee to evaluate the prospect of an investigation. Who do I ask for the $2.7m budget needed to outsource this project to India?
