Run 12 gauge wire from one of the buss bars of the panel, and another from neutral, and wire them to a switch in the bedroom. Flicking the switch will short out the panel and trip the breaker. The switch may only work to do this once, the spark may weld its contacts together, but it should be safe enough, the surge won't be for long enough to melt the wire.
