I think the example atom there is a Helium atom - different materials have different numbers of Electrons attached to them for instance Hydrogen has only one electron attached to it.

The atom shown is a simplified model of what we theorize they look like, and atomic theory is what is used in order to build the computer components you decided to post your meme on.
