Well, US. and NATO send tons of this but Ukraine sell big amount of this to international black market. Some of expensive weapon end in nearby countries. So if they sell armed drones, rocket launcher why they don't sell body armors too? however they don't sell all, and for sure they have enough for some specific units, officers... and 'sniper bites'. Regular soldiers are canon meat anyway.... In all armies. One more real world story for you. AK 7.62 with steel bullet go trough US. and NATO body armor like hot knife trough butter. Even regular 7.62 bullet broke ribs and can cause internal bleeding. Smaller 5.35 NATO caliber leave only bruises.
War is shitty business. You think that Afro'murica soldiers really fight? Mostly they crouch in cover and wait for artillery, drones, or airplanes 'support'. All dirty dangerous job is mostly done by mercenaries.
