If the point is to have more qualified leaders and less of a popularity contest, then how do we implement that. What safeguards prevent gaming the system and the people having no say in the end? I like the idea of a rotating ruling class, but the problem is that the requirements will be proof of completion of some officially sanctioned indoctrination.

Term limits would be a good start. And the ability to recall all politicians, even the president, would help in keeping them accountable, once elected. Also, make their bank accounts public, so any 'dark money' coming in would be immediately questioned.
