Term limits would be a good start. And the ability to recall all politicians, even the president, would help in keeping them accountable, once elected. Also, make their bank accounts public, so any 'dark money' coming in could be immediately questioned.
If the point is to have more qualified leaders and less of a popularity contest, then how do we implement that. What safeguards prevent gaming the system and the people having no say in the end? I like the idea of a rotating ruling class, but the problem is that the requirements will be proof of completion of some officially sanctioned indoctrination.

Sometimes a bank account will not be able to uncover that secret state of the art kitchen remodel or those visits to the vip massage center every week.
Yeah, I thought of that also. But at least a politician couldn't come into office with a bank account of $100,000, and leave a couple of years later, a multi-millionaire. Bribery and graft will always be a part of politics, but keeping a close eye on their accounts would mitigate that issue somewhat.
