I'm not sure this is such a good analogy. If you put a bank vault and a bunch of computers in an old pizza hut building, you can actually do bank stuff there. So it really will be a bank, even though you know it was a pizza hut before. Now if you just put a bank sign on a pizza hut, but when you get inside you find out they just burn your money in the pizza oven and you don't get it back, that would be like the government.
