Many, many years in Italy one left - pro communist government try to close mental institutions and release almost all patients. Ok. there are people which can, more or less be on streets... if they have family to take care, with help of government. But majority of mentally ill people are unable to have 'normal' life alone. Not to mention that some are dangerous for surrounding. This don't end well. I talk about 'normal' mentally ill people. But this creature is manufactured by someone on one or another way. They make it with purpose. They are capable to have independent life... some kind. But they are programed to response in certain way. Sad and disgusting. Worst thing are that number of these zombies rise very fast, every generation have more and more such degenerates.
