If you are suicidal, and I say "go kill yourself" then you go do it, there is no reasonable deniability that you did it because I told you to go do it. Now if you told me you are suicidal, and I said " wow I think id kill myself if I were in your shoes" that's just being insensitive to the situation. It's not unlawful to be honest. But I surely didnt tell you to do anything. If you found you woman having an affair, and I said "go kill the both of them!" And you do. I'd be an accomplice, but if I were to say "man in my opinion, they deserve to be shot" how am I supposed to know you are going to just take my opinion so seriously?
