They have used both saws and bolt cutters to cut the steering wheel. Source: i have had friends that had cars stolen and the niggers would even leave the tools behind. My buddy ended up with a nice snap on slide hammer, long handled heavy duty screw driver, and a brand new set of bolt cutters that were like 3' long when they recovered his car. He had a "club" installed at the time of theft, which wasnt found in the car. Go figure.
