In reality wamans from dawn of civilization have vote 'privilege'. Be real, everyone who have girlfriend or are married know how this work. Patriarchy male are decision maker... on paper, but wamans use other means to 'influence' husband decisions. So wamnas in past are in short 'shadow government', influence stuff, but don't have any responsibility. Nowadays they they grab power and openly declare his demand for matriarchate.... but without any responsibility.
