There's probably lots of things you haven't seen. But I bet you have seen something similar in bars and clubs and places like that.
It's basically just a step past putting up a bunch of posters and stuff that looks like shit when your crossing over from a rebellious teenager to an adult that actually has the freedom to behave like a shithead.
Not that common, but for kids who are into an edgy subculture it's not that uncommon.
I have seen and lived next to drug addicts and alcoholics. Human Trash.
They put up Nazi symbolism because it pisses off mom and dad. After all, these teenagers have more in common with Weimar Germany than Nazi Germany. Someone who believes in his own superiority does not wish to live like a nigger.

I do not have a window to their mind. I've used to live in shitty place with abhorrent neighbours. However, they were more of the communist and antifa kind. It's still true that never saw one of them scribble on their own walls like a toddler.
