Yes, generally you'd have to gut them to get them up to the current Electrical 18th Edition code and to add insulation. The plumbing is just removing any lead pipes and installing a cheap boiler. They'll have a standard fit and finish so everything looks the same and they will know how to install everything

insulation is a no brainer when you can install it, payback is 6 months to 3 years. A lot of UK housing stock is hard to retrofit though, like all the terraced housing is solid wall construction, and the rest are tiny detached shoe boxes built to min spec
The main reason that we can't retrofit heat pumps is that they only work on well insulated housing. The Government better get a clue and stop demanding that poor people go green first.
