From my experience open book tests are harder than closed book. If you had the ability to memorize where some data was in your textbook and be able to pull it up in 30 seconds you'd simply already know the data you're looking for. Open book tests always end up being much harder than closed book, allocate less time/question and partial marks are harder to come by.
