If you followed the entire series of abuses and rampant property violations the city did, on top of due process violations, you'd know that leading up to this he got absolutely fucking railroaded. With the benefit of all the information we have now (because his infamy made it impossible for city council to cover up), the city was actively working, just as he claimed, to shut down his business, and sell off his property. They did pretty much everything within their power to do this.
