Yes the borg must technically exist in the TOS time frame due to existing during the TNG time frame, and the events shown in first contact . Regarding your idea, it's not really that far off from the shatnerverse events in terms of borg, Vulcan, and some mirror universe. I'm not gonna nerd all over you but its waaay better than discovery or any of the new trek movies.
