Require users to "check in". The voluntary compliance/humiliation aspect is important to enforce psychological control. Yes the regime *could* mandate or offer incentives for every new home built by ~~blackguard~~ blackrock and vanguard to install smart toilets, and all the other spy tech, and then one day automatically send all that data to regime contractor datacenters. This way it becomes normalized. But thats insufficient because it, by itself doesn't require any action from the people being infringed upon. So the way they do it is having users turn in samples, or demand someone entering a public place allow access to that persons health records over their phone/implant/wristband/other digital identification device. Or demand users 'check in' (authorize access to their toilets data records) once a week, or once a day. Maybe if you don't poop for a whole day the state "inquires about your health", or penalizes you, or requires you to shit in a public restroom before being allowed access to any attached public facilities, like a grocery store. Not giving access to your health records will be demonized as suspicious. "Gut health is connected to mental health! XYZ terrorist from previous-years-false-flag in 2045, (who was totally not a federal informant), refused access to their health records. If we had been able to force compliance 9/11 6.0 wouldn't have happened!" Cue years and years of cop shows and dramas like bones, but for gut and feces biologists, CSI style propaganda, law and order. Where total derelicts (characterized nazis/fascists/white supremacists), are repeatedly shown thwarting the police by "denying access to health records" or "exploiting loopholes" or "lawyering up", along with stock phrases like "nothing to hide, nothing to fear." Follow it with years of hero worship, and "technology is the answer" (it always is the answer to technocrats), and "smart crime" and "unbiasing algorithms" (thats globo-speak for technology or algorithm design thats anti-caucasian, like HR resume selection filters that boost race quotas). Thats probably the future if the west isn't properly derailed and then the regime toppled.
