Another argument: so could any of the major crime families in Gotham. Gotham is supposedly like NYC + Chicago but bigger. Multiple super-crime families live in and operate in Gotham.
And from the comics, Wayne Industries runs multiple charities.
The writers do a good job of showing why throwing money at crime doesn't solve the problem. Batman goes after metahumans and the crime families, though. Not petty thieves or poor people. Sure, there's the occasional purse snatcher stuff from the Golden Age and Silver Age of comics. But that's not really what any of the comics focused on.
I love the comics, also a huge Punisher comic fan from my early teens! (40 now)
For me, I grew up reading my older brother's Iron Man comics. Good times. Good memories. Just sitting down for a couple of hours reading a few issues that my brother didn't care about anymore. Lazy Sunday afternoons.
Totally, I use to veg out in my room reading through issue after issue, I even had a subscription to The Punisher and Spawn when that was a thing!
