Probably to instil some kind of internal conflict in people who are both sympathetic to the massacred families and who are against these forced vaccinations and resent the sheep for going along with it.

Key to this is how vague it is. Even when I point it out you will find it almost impossible to believe that such an intent can be reasonably surmised. Surely one can not expect this to work, it's so absurd! But the reality is that professional propaganda manufactueres have so much data on human thought and behavior and AI computing power at thier disposal that these kinds of attacks are becoming common.
