Yep, thats how I see them doing it.

It'd still disrupt things in a bad way for a week or two, at least regionally. If it happened now, it would either make the infrastructure bill fight worse as more is on the line, or likely force it through if the system being down lasted 1-2 weeks. The state would probably want to warn people in advance of "hackers trying to take down the ebt or credit card systems possibly!" to psychologically prep them and get them to stock up, leading to a run on the stores.

Actually they could use this entire mechanism for manufacturing "shortages" on demand. Of anything thats purchasable with foodstamps. Anywhere, any time. And it works in tandem with the "cyberfalseflags" and "cyberwarfare" narratives. And amplifies the racial divide because whites, being the majority on foodstamps, would see aid going to inner cities first, while having one more thing taken away. Pits the GOP against whites on fiscal matters, and raises the issue of "cyber security" (more power to monitor citizens).

This is how I would do it if I ran the state.
