No. That’s not what those laws are for, not what those regulations are for. Anyone can ask you anything they want. Those laws and regulations were meant to stop your insurance and medical providers from sharing your information without your consent.

That’s an oversimplification, but Kroger or Walmart or Walgreens can ask you all they want. You don’t have to answer. Your neighbor can tell your uncle behind your back that you have syphilis. Your wife can mention in passing to her friends that you have IBS.

HIPAA is cited incorrectly EVERY FUCKING DAY and it pisses me off.

Those laws and regulations are meant to protect you from insurance providers, medical providers, some arms of government, etc. No one else. No one. Else.
