Some communities do that, it depends on the order. In some of the rural areas of PA, it's uncommon but not rare to see a kid with severe retardation.
The communities recognize this, I've known yoder toters that picked up an entire family from PA and moved them to Ohio, taking the Ohio group back to PA. It's all to keep bloodlines somewhat workable instead of muddied.
