I wouldn't argue against circumcision being genital mutilation and that Judaism promotes it. But I don't think it is true that Afghanistan was reigned by Israel.

For comparison, in the UK it's more like 1%

its a joke, on the fact that USA promotes transexual surgery to its citizens
