Chad "what they truly fear": posts an angry mob, some steel bars, some chains, a bullet, a blade, a bomb, a gallows, or a guillotine.

Your white child doesn't scare them, they can brainwashed your kid, your garden doesn't scare them they can just take your food away, your gold coins are gone and never coming back so long as they are in power, your wife doesn't scare them, her feminine mind is an asset for them, your black friend definitely doesn't scare them, he's a better asset than the waifu.

The thing that scares them is what scares everyone, getting locked up, hurt, or killed scares them, and angry people scare them, especially because they know they've done a lot of harm to make many people rightfully enraged at them.

Here's their precarious position, their power relies upon people rejecting the possibility of an uprising. That's not to completely discount the possibility of some legal and peaceful means of changing the system. But they'd much prefer to lose their power in such a manner than to be engaged in an actual war with their people, which would most likely end with them being taken out by an angry mob, put on trial where the scale of their crimes would be exposed to the world (inciting further investigations and hunts for perpetrators and collaborators), then they'd either be jailed or put to death. The police are weak, so too are the military, the people are even weaker, just a small organized group of angry civilians could win out even with a disadvantage of both numbers and technology. What's truly holding this back is faith in the remaining hopes of avoiding such a conflict, because the idea of civil war is just as unpalatable to the rebels, even when they are assured victory, because wars will always take a toll on all three sides, and on the country itself, and on the world as a while, and on history and the lessons that it will teach. Basically there's good reason to want to solve the issues in other ways than armed conflict.
