I understand that. But I don't get what Rockefeller has to do with it. They were made by an independent group I though. They're basically a eugenics guide without being a eugenics guide. Right?

Rockefellers have been the face of population control and eugenics going back to like the 1800s. I don't believe they are the top of the pyramid but they have definitely been the public face.
