Never heard of it. Did you typo MSpaint? Doesn't matter, if you have any interest in making memes you should get GIMP. Just search and download it. Versions for all OS's. The only real issue I have ever had with it was switching from PS and all the commands are different. That was a decade ago. The basic text and paint aspects on Gimp are pretty self evident, and there are shitloads of videos, of course.
