They are intentionally dismissing the use of significant figures.
A lie is a deliberate attempt to convey false information. A naive conception of a lie is that it must consist of a falsehood like 2+2=5, or "pigs can fly," but a literal truth can serve equally well to convey falsehoods. In this case, the literal truth is that two statistics are not precisely the same, and the falsehood is that this disproves what those statistical figures imply.
Half Truths and Deceptive Statements are usually more effective than Outright Fabrications, which is why people tend to prefer to use them.
They stick to the letter of the truth, but carefully omit aspects of it to violate the spirit of the truth.
this is why Kant didn't just say "don't lie" but also "don't deceive" and "don't keep secrets" and "don't omit information", Kant basically tells you to not just tell the truth, but the whole of the truth.
That is also why court witnesses swear to tell 'the truth, the whole truth, and nothing but the truth.'
