There is a reason why you almost never see a sub 1 MOA AK.

Sub 1? They're typically 4-5 MOA. Equivalent to a typical pistol. Which, considering their intended use and their cost, is acceptable.

There are other AK variants which are more accurate, and manufactured to tighter tolerances, including the Dragunov.

That kind of accuracy is stretching the utility of the weapon beyond 75 yards or so.

That's the difference: there aren't any reputable manufacturers making parts that don't fit an AR.
