It kind of reminds me of the nationalist areas in Northern Ireland in the 70s and 80s. The police force up there were seen as the enemy so nobody deferred to them and nobody dealt with them. Anything the police did was seen as aggression no matter the circumstances. That said, the nationalists did at least police their own communities instead. They would’ve had to have been retards to think they could reject the official police force and just leave a vacuum in their place. Well maybe not retards, but niggers certainly.
