Legs are difficult targets to hit, you'd be shooting to cripple and maim, and they'd likely die from blood loss anyway; these idiots have about as much clue about tactics as they do firearms and human anatomy.
Shoot center mass as it's the largest target BUT to be fair that fatty's legs are the same size as a normal, healthy human's center of mass.
With big sheboons sometimes the center of mass is the legs.
If the cop didn't shoot the girl and instead tried to wrestle her to the ground and then got his throat slit and died, they would say he was stupid and should of shot her. It doesn't matter to them.
