I don't recommend imposing or forcing such genetic contrivances on the the general population but I think "soft eugenics" and a pursuit of purified sciences and genetic engineering are the key; I'll explain those terms. Soft Eugenics is a a non compulsory system of incentivization to behave in accordance with state eugenic goals.
