It's essentially true--the man on the giant screen is an EPA agent who admits that the United States Government has placed a dome over Springfield (and that he owns the company that made the dome)--but the actual line is:
"No, rats couldn't be trapped this easily. You're trapped like...carrots."
But thanks for this, I had forgotten that The Simpsons movie was so based.
