It's not where they are rioting, it's who they are rioting against. Rioting in a cause that they support is viewed as legitimate "peaceful" protest. Even peacefully protesting against something they support is tantamount to domestic terrorism. There is no room for negotiation with these people, they are not interested in living peacefully among people who have differing opinions, they want you broke, dead, your kids raped and brainwashed, and they think it's funny.
