Honestly, I doubt it was anywhere near that well thought through. More likely he had some aide or influencer talk to him for half an hour about the benefits of vaccination back when the lockdowns hit. Now he has it stuck in his head as an original opinion. Maybe he'll talk to someone with a contrary opinion in a few months and forget he ever supported vaccines.
