When a real picture is used in a meme it is assumed the text is real or at the lest put in another way but with the same meaning. I can't imagine anyone standing there and saying that or anything like that. Now if it had a year above it like 2024 then I would get it and see the text as fabricated but possible in the future given the direction we are going.
