These are important questions. Was lethal force warned, especially against unarmed subjects? If they were approaching lethal force, why was the secret service and swat guys on the other side of the door acting so non-chalant? Why did the swat guy bring his gun to contact ready when he first approached the door, before giving the hold signal?
I don't think the shooter was justified. I think it was a panicked shot, likely against stand down orders. I have a really hard time believing she was the only person to attempt to breach a hardlined lethal force line.
