Musk is wishy-washy in his morals, but he's largely focused on US law, where only a certain few things are illegal, such as child pornography and death threats. IMO absolute free speech would be best but I can see the arguments. But it's a slippery slope that will readily crash you into the depths of tyranny.
Edit: By "largely" I mean that he deviates from that periodically, including with Kanye and Alex Jones.

The courts actually have a definition for that, though it's kind of loosey goosey...
(a) whether "the average person, applying contemporary community standards" would find that the work, taken as a whole, appeals to the prurient interest…(b) whether the work depicts or describes, in a patently offensive way, sexual conduct specifically defined by the applicable state law; and (c) whether the work, taken as a whole, lacks serious literary, artistic, political, or scientific value.
All 3 conditions must apply to be considered by the courts to be legally obscene.

Technology is rapidly reaching a point where IMO censorship will either become ubiquitous or impossible, and we'll be forced to one side. The cost of automated censorship of centralized platforms is steadily dropping and platforms that won't perform automated censorship will be sued or regulated out of existence. Meanwhile decentralized p2p systems will inevitably carry child pornography, and there will be pressure to ban such as well.
