Yes you are correct. First ask why someone is homeless and treat the underlying condition, if possible. Giving drug addicts, mentally ill, or irresponsible vagrants free homes will do nothing except destroy perfectly good dwellings otherwise. It's stupid how many people try to solve homelessness problems without addressing the core problems.
