Without the 'get' and only a civil court divorce, the wife (and husband) could not enter into any other relationship/ marriage etc, until a religious get is given by the husband. The FBI used two undercovers acting as a wife and her brother to record phone calls and meeting etc to 'kidnap' a recalcitrant husband to obtain a get in 2013. The rabbi received 10 years in 2015. another 7 orthodox jews were given between 7 yrs , 4-5 yrs and 1 yr.
