Diving deep into several search engines revealed numerous "interpretations" of this verse. The word "foreigners" has been changed to "sojourners", "aliens" (meaning strangers), "other tribesmen" and "unknown ones". Supposedly this verse along with many others in Deuteronomy were words spoken to a gathering by (((Moses))). Even the words "higher and higher" were misinterpreted by translators; some inferred it to mean those of higher caste, others inferred it to mean "standing in a higher order" (which probably would mean a higher ranking caste). Bottom line, is that this is the usual (((juden))) word-twisting and obfuscation which means nothing more today that a (((law))) to reject "others" (meaning goyim or non-(((judenscheiss))).
