Well, yeah.

For ex., he criminalized degenerate propaganda pointed at or primarily accessible to under-18 Russians, with the allowance that, as an adult Russian citizen, they can live their own lives thereafter.

That is a basal requirement for a functioning civilization. More is required, and more is not too much to expect of nation- state leadership, but that alone is more than the current banana republic jew-infested American regime has to offer.
