It's normal. Twitter has a character limit on tweets. Used to be so they would fit in a text message for historical reasons you can look up (it actually used to be an innovative platform) then they made it longer, but there's still a limit which is good for preventing wall of text type content. For longer posts people will reply to themselves. Or sometimes instead of editing a tweet people will reply to themself to add additional thoughts or context.
