Its not my restaurant, and I won't subsidize his fucking labor costs. I'll tip how I choose, when I choose. If he thinks they're underpaid, then he can pay them more from his own revenue. I'm not renting his fucking staff, and his staff knows this. So it's his problem, not his customers. This is just another petty grievance grift.
