They would probably find that ideal, then they can re-zone it as high-density and put a block on it like you see in the old soviet states. Maybe just rig it up after they kick you out.. Just in case. Sure, it will save them some time/money but they still don't get a "holdover house" until they take down the entire city block to put in a concrete 30-story building.
