Stop feeding and housing the monsters. They should be removed from existence. Not given food/medical/housing for decades.
Remove them in 72 hours or less. It is a lesson to the ones that might be controllable if they know this is the punishment they face. If not, it is at least a warning.

Exactly. I seriously don't understand the tolerance we have for such evil. Just fix the problem by removing it from the gene pool.
