They allow them to pay rent at the complex I'm at with them, too. Actively encourage it (I assume they get kickbacks). Means there is a ton of ghetto morons here that trash the places as they are evicted. I see what are essentially payday loans on everything, now.

The other thing I've noticed is many help wanted signs with "daily pay", implying they can't keep help for longer than one day or people need money every day.
