This has happened many, many times before... anybody remember the National 55MPH speed limit and how they forced compliance on the States?

inb4 what did they do to force states to comply with the 55MPH speed limit? They threatened to not send any State who didn't comply Federal Highway monies.

That held up in court and at the end of the day all States complied.
