CA does EVERYTHING on an IOU. Money, benefits, and water allocation. They built houses in literal desert areas like Temecula and Palm Desert, now scramble to provide water for all the karens that moved in there. One place to do it was to depressurize the hydrants, as well as other emergency sprinkler systems. It was actually listed in the budget cuts a few years ago that hydrants would not be inspected annually, and were thus deactivated in most areas to stabilize the water system. Just grab popcorn, enjoy the show, and remember: the show will come back again next year :)
