Looks like a CAC. That's plastic, just like any other ID card.
I have a similar ID card where I work, basically a full size SIM. That thing should have melted to a puddle of goo.

Indeed that is a Common Access Card. You can see the gold contacts to the storage/auth device at the bottom of the image. There is no way the plastic card would have scorch marks like that and not be melted and distorted far beyond what the card shows. This has definitely been manipulated to appear as it was in a fire for psyop purposes. More false flags goyim.
